This is the thirdpart of my Final Fantasy 12 story - yes two in one sitting - it is set before the game and features the characters Vaan and Penelo, again.

For those who have not played Final Fantasy XII I have attached pictures of Vaan and Penelo to this post.

Vaan stood in the shadows of the Lowtown, waiting. He was waiting for Kytes. Kytes was his friend but – since they both lived on the streets of The Royal City of Rabanastre – he had recently stolen a rather full coin purse from Vaan. The fact that Vaan had come procured this coin purse by lifting it from an Imperial soldier had been cleanly side-stepped by his anger with Kytes and his determination to initiate his plan.

Penelo – Vaan's best friend since they were children – was supposed to be sweeping the store room of Migelo's Sundries where she worked. However what she was doing was daydreaming of the first time Vaan had tickled her.

He had just come to stay with her family and was sad, she had shyly gone to talk to him to make him feel better. He had asked her a question that had made her blush the deepest red she had known at the time in her life. He asked her to tell him her greatest weakness. She had quietly considered her answer for a few seconds before replying ' Urm, well, tickling'. She did consider it her greatest weakness, she had then and still did now. This weakness was two-fold in her mind: firstly her body was so sensitive in so many places that tickling her was and easy task that was often initiated accidentally, secondly was the surprising fact that on occasion, once the tickling had begun she wanted it to continue. It amazed her that part of her seemed to enjoy the sensations that were forced upon her.

She vividly remembered the greatly one-sided tickle fight that followed, she often recalled it late at night when she was alone, or at times when she was sad.

Awaking from her daydream she sighed heavily and looked down at the circle of clean floor that surrounded her which was the only clean patch in the room. As she continued her work, lest Migelo get angry, and wondered to herself when Vaan would next pay her a visit like the ones in her daydream.

Vaan had found Kytes and recovered, what had recently become, his coin purse and was merrily walking through the Muthru Bazaar with his new purchases towards Migelo's. He had seen some of the older people in the Lowtown doing simple magick, to heal, for defence, or simply to impress and had liked the look of it. Finally he would get to try it for himself, he had bought three spells and was intending to find a quiet place to try them out. As he arrived at Migelo's the stores in the Bazaar were beginning to close, that was good.

“Hey Migelo, shutting up yet?” Said Vaan as he walked into the shop.
“Yup, no one in here buying anything is there?” He grunted back.
“Tell you what, you go home and I'll close up.”
“Thanks, Vann.” Shouted Migelo, already half-way out of the door. Vaan looked around, locked the door and went behind the counter to the storeroom. As he sat heavily into the old chair that was in the corner of the room he noticed that the floor had one circle of clean space in the centre and the rest looked un-swept.

Yugri had shown him the correct hand motions to activate the spells, he also knew he had to concentrate hard and call the name of the spell he wished to use. It all sounded too easy, he was confident that he could do it and so he began trying.

Fifteen minutes later the door of the storeroom opened, Vaan did not hear it over his own voice.
“Fire!” He was calling emphatically.
“Thunder!” He had gotten rather agitated at the fact the spells were not working the way he expected them too. He had seen someone cast a fire spell and it produced a small but bright and dancing flame. His attempts had only produced tiny wisps of fire that were pale and disappeared instantly, at first he'd thought nothing was happening at all.

Penelo closed the storeroom door behind her with a loud bang that made Vaan look round.
“I-I didn't hear you come in.” Stammered Vaan, shocked at his discovery.
“What are you doing, Vann?” She asked haughtily.
“Well not that its any of your business, but I am practising my magick.”
“Magick? You don't have any!” Scoffed Penelo.
“I do, I got it today with the money, in the purse, that Kytes stole, that I got back, after you so nicely told me where he was.” Vaan grinned and Penelo blushed and looked away.
“Well you wont be able to use it anyway. You've not earned the licence for them, so they wont work right.”
“That would explain the problems I've been having then” Said Vaan quietly.
“Problems? What problems?”
“Well I can't get it to work right” He replied flatly “that's all. Let me try it on you?”
“No!”
“But if it wont work then you have nothing to worry about” As Vaan said this he turned made the correct motion and called softly “Fire.” A small flame burst from his hands, hit Penelo in the midriff. She yelped loudly in surprise and jumped back.
“Penelo! Are you all right? Are you hurt?”
“I'm...I'm fine, really I'm...it just...” Penelo paused for a moment “it tickled.”
“Tickled? Wow, really?” Cried Vaan in amazement. Eager to try again he cried “Fire!” and a slightly brighter fame burst forth and hit Penlo again.
“YES!” Shouted Penelo, giggling. “It tickles!”
“Excellent news.” Vaan cast three small fires in a row towards Penelo and she fell to the floor giggling loudly.
“Stop! Please.”
“Get up Penelo, the floors still dirty because someone didn't sweep up.” Teased Vaan casting another fire towards the prone Penelo.
“I le-hehe-ft to try and find you.” She giggled.
“Well you found me all right. I wonder if the others work in the same way? Thunder.”
A short semi-transparent bolt hit Penelo's knee and she laughed out loud at the electric tickling sensation that started where the bolt touched her and spread out over her kneecap, slowly dissipating.

Vaan had fun for a minute or two alternately casting fire or thunder spells towards Penlo and watching her try and dodge them, unsuccessfully. He failed to notice that she made no attempt to get up.

Vaan remembered that he had one spell left to try. In the aftermath of the last few spell Penlo lay giggling softly on the floor, holding her stomach. He looked at her wiggling legs and called;
“Blizzard!” the reaction was not as instant as with the other two spells. Her legs stopped moving and she gasped at the slight cold feeling penetrating her skin. Vaan looked on in wonder to see what would happen next. His expectations paid off as Penelo started to giggle again, this time she was unable to move her legs even though she desperately wanted to. Vaan could only see the reaction of his victim, he could not sense her apprehension at this new feeling of ticklishness creeping from her legs, where the spell first hit, downwards towards her feet. It didn't seem to matter to the spell that her cloths were on, it tickled all the same.

Vaan was very pleased that Penelo was giggling loudly and was partially unable to move. To better the situation he cast one more blizzard spell over her neck and arms to stop her getting up or getting away, not that she had tried. He smiled broadly as her laughter doubled, the freezing ticklishness had now crept onto her immobile feet and was seeping into her armpits. Concentrating hard her cast a fire spell and was very pleased when it stayed in existence, dancing over Penlo's helpless body, tickling every bit of flesh it passed over, covered or bare.

Penlo's laughter hit the loudest volume it had all night as Vaan cast multiple thunder spells at her, tickling her even more. This final attack coupled with the tickling fire and freeze combo, and her inability to move away was sending Penleo through a private ticklish hell. But she was surprised to find that it wasn't all that bad.

After a few more moments of giggling, Penelo found she was able to wriggle too, something that she had been trying to do out of instinct but had been unable to. She writhed around on the floor, desperately trying to curl her body away from the dancing, ticklish flame, and avoid the ticklish shocks raining down on her body. Vaan looked slightly disappointed at the fact his victim could now move, but was still happy with her reactions to the other tow spells. He was about to re-new her frozen immobility when she shouted out between her laughter.
“Panamis, hahah – PANAMIS!” Vaan stopped the spells immediately and looked at Penelo as she regained her breath.
“Are you OK?” He asked tentatively, feeling he may have gone too far this time. “I'm sorry for tickling you.”
“No, no I'm fine” She replied taking deep breaths. “At least you stop when I ask you to. Sometimes.” Vaan grinned at this last comment.
“It's too bad the blizzard spells wore off so soon” Said Vaan sheepishly from behind his grin.
“Hmmmm.”
“Don't you think?”
“Hmmmm.” Replied Penelo again.
“I'll have to find a better way to do it next time.”
“Next time?”
