I don't see why this should be any big deal? Its clearly a private joke between friends. They dislike being tickled (most people do) and have joked that people who tickle should be punished.

Its not bizarre. Its quite funny, although its one of those jokes you need to be in on to appreciate fully. Thats what I think.
