Haven't seen this clip before. It appears to be a German game show where they are asking the contestants about tickling.
There's a short video with an older gentleman who tickles his own foot with his fingers and a feather.
He then builds a tickle machine, apparently out of lego, with a feather attached to the end and uses it to tickle his foot. That comes at the end of the clip.
The sound appears to be off.
