Okay here are my two cents:
I have had a lot of experience being a lesbian in the f/f world with relationships and casual encounters with women. I also have been visiting this site and viewing fetish material for at least the last fifteen years of my life.
With that being said f/f and women being into it cannot be generalized into a singular concise response of yes most are or yes most are not.
Amongst other vanilla lesbians most of them find tickling to be pretty adorable. People enjoy the power play, or they think the reactions are amusing. Plus even vanilla people will agree that when an attractive woman smiles or laughs it one of the most beautiful things in the world.
Amongst straight women I have seen many who are just playful and touchy feely in general who like to tickle others including women. It’s funny to see someone react and laugh just by touching them in an innocuous way. They find it amusing. I’ve heard some girls even admit in casual conversation that they like to tickle people. It’s not that unheard of. Again it’s just not a fetish or turn on for them. Most don’t even think about it that often or obsess over it like someone with a fetish might. They just get an inclination to do it in the moment and when they do they enjoy it and then move on. It’s not something that pops in their brain regularly only when the moment arises. This has just been my observation.
