I'd say all of those enhance the actual duration of tickling experiences. I think that if there's one factor that would <I>cause</I> a ticklee to suddenly think about tickling, it's the visual image of someone in a ticklish position (like I mentioned, when they're stretching, for example).
If you're actually trying to get someone to tickle you, then it's pretty simple... put yourself in a vulnerable position within their reach. They'll feel "okay" about it because it was your choice to be there, and you won't give yourself away because it's fine to stretch. I think that's the situation in which they'd feel most comfortable tickling you without prompting.
I think that for many ticklers, the ideal fantasy is simply to see this attractive, beloved person laughing, stuck there, and looking very, very happy. Any cues stemming from joy in general can serve to bring that image into ticklers' minds.

I can't tell what sex you are, nc, but I'm think this is fairly transitive. If a person is interested in tickling someone's feet but is shy about it, then their single wish will be an opportunity that a) doesn't require them to reveal that they would <I>go out of their way</I> to tickle you; and b) gives them a way to blame their actions on you.
The best way is to rest your feet within reach. Provided you know each other at least a little, it will feel "okay" to the tickler because it was your choice to put them there, and the they can blame it on you for the same reason. Finally, they probably <I>won't</I> tickle you if they aren't specifically interested in doing so. All things considered, if you get a response in that situation, it's probably fairly meaningful... and there's nothing lost if you don't.
