I think that is Michelle from www.acefootproductions.com , but I can't find it anywhere online. They had a nice clip "Ace Foot - Ticklish Underfoot.rm" that you might search for

You are correct. That is Michelle from Ace. And that was a very long time ago. I don't believe they are active anymore.
