I found the entire episode.
It's NOT #145 as the YouTube title indicates.. It's #148.
The scene starts at approx. 18:51. The episode is 31:04 minutes long.
It is a Colombian novella.
The woman being foot tickled is an older woman.
I do not know her name . . . YET.

Googled it, and used Google Translate and Wikipedia:

Malvina (Kristine) has wonderful technique and makes me almost forget those are 65+ year old soles... Below are pics of both ladies. Kristina's with her left (tickling) hand is on the right, and a younger Margalida (you can google her if you want to see what she looks like now. She's looking good for her age, but....) is on the left.
