As others have said, place your feet in his lap whilst he is watching tv. If both of you are watching a DVD, lie down on the setti with your feet resting in his lap. If for some reason he doesn't feel devilish and tickle them, try annoying him a bit, e.g. poking your feet into his chest. Mine is similar. I'd just constantly tickle him, whether he likes it or not. And if he complains just say, "try to make me stop, I can take it!"
