I think that much of these publicly stocked tickling scenarios are a modern invention. Certainly people were thrown in the stocks for public humiliation. But any sort of public molestation would have been frowned upon. Colonial America was very religious and rather Victorian in public decorum. If the venue is moved to some wealthy person's estate where things could happen behind closed doors then anything is possible. You should read some of the old colonial laws there is some pretty strict stuff in there. Heck up here in Mass jukeboxes were still shut off on Sundays into the 50's.
So no, I doubt that really happened. Europe is a different possibility, I'm not sure offhand.
