That's from the anime time bokan and this scene is from épisode 53 if I'm not mistaken.

To the best of my knowledge. Time Bokan never received an english dub.

A few of the episodes did get an official English dub release. The episodes were but together into
two "movies" 1984's Time Fighters and 1985's Time Fighters in the land of fantasy. Sadly episode 53 was not one of the épisode that made the cut.

Time Bokan, as far as I know, had several sub-series, like Yattaman and Yattodettaman and maybe more. I think there may have been more tickling sequences, but I'm not sure.

If you have an xbox one or i think windows 10, there's an app called "cartoons unlimited" has like every season of pretty well every cartoon from like the last 40 years. I believe there's also an anime app on there too just like it.
