the short and long of it:
heres the way I do it--

I concentrate when I know I'm going to be tickled soon, focusing on and telling myself how ticklish I am

After I've done whatever preparations to my feet (I've heard on here a hot-sage bath, lotions, pedicure, etc) I slip into a pair of slippers and begin clenching and flexing my feet as hard as I can, making as close as possible what would be a fist if it were your hands
think of how a girl in ballet would walk/dance on the tops of her toes and duplicate that foot-form.
After an minute or so you should start to feet your sole-skin kind of separate from the muscles in the bottom of your feet, and become flexible, pliable, and most of all, sensitive. It also helps if you consciously tell yourself this in your head that all this is happening.

Then when you begin getting tickled, imagine you are someone else being tickled. someone you know, or not, someone you know how ticklish they are, or you think about how ticklish they might be; while these thoughts are going through your head, you should realize that you are laughing much harder now.

no guarantees, but try it and if you believe it works, it works!
