Is it fair to publish an old custom?

I think that title says it all, but I want to give you some context. Months ago, a customer asked for a video and paid for it. He was completely satisfied, and so do I, but now I would like to put the same video for sale on my store.

But I wonder if this is considered fair. What would you do in my place? How would you feel if you see that a custom you paid for is now on sale?

Ask the customer's permission. That's what I do with my commission stories.

Personally, I’ve always asked the customer. Now I charge different rates depending on whether they’re okay with me reselling it. Generally speaking, I think creators have the rights to their own content and can sell it again if they wish. I can see why others may find it unfair though.

I don’t produce content, but curious if content creators would be open to the idea of reimbursing the customer who originally paid for the custom if the re-sale hits a certain level?

I have had several customs done by Jamie Daniels, and they are also on her clips4sale store. She usually waits a few months before she publishes, but it's fine with me.
