I wonder why the American National Standards Institute (ANSI) never established an official index of ticklishness? I wonder how different levels would be established? Would the criteria be the character of a laugh, be it a chuckle, titter, guffaw or belly-laugh? What decibel levels are we talking about here? Would the preferred implement for purposes of testing be fingers (with or without long nails?), feathers (from what breed of bird?), or paint brushes (what kind of bristles and what level of stiffness?). How would subjects be chosen? By lottery? At the discretion of the testing team?

It's impossible to quantify...for both pain and ticklishness, as both are the same nerve tracts...oy vey...

Honestly, I see no point on asking that question. Actually unless the person isn't ticklish on any specific part of their body, then I don't care how ticklish they are on said spot. *sigh* I'm so sorry for the people that get bombarded by that question, aside from being a genuinly nice guy who doesn't have tickling on their front burner 24/7, that's another reason why I never really bring up tickling or ticklishness, because SO many people just want to ask tickling related questions and nothing else.
