I think for most people it's to start physical interaction. For me it's always been more of a reminder for people to never forget the awesomess of tickling. (and to get me back).

Parties in particular seem to be a key place where a girl might instigate a tickling a guy, if even for one or two precious seconds. If a girl kinda reaches across in front or behind me (for example, to grab a some chips or her drink, or maybe to tap her friend on her shoulder), I'll arch away and say "Whoa! careful don't tickle me" or "whoa, ha ha, sorry I thought you were gonna tickle me" in a smiling, kinda innocent and playful way. If I'm lucky, suddenly all ten talons are playfully out and a big grin on her face, curious to test how ticklish I might actually be - a little game. A weird reverse psychology mating ritual flirty thingy that works maybe 1 in 10 times (or maybe 1 in 5 times if she is a good friend of another female friend and she already slightly knows me).

If you can remember to kind of place yourself between the woman and things she might reach for when at parties, 1 in 10 odds of the female instigating a quick tickle ain't bad.

And depending on how THAT goes, a quick and innocent, yet mating-ritual flirty revenge tickle might be in order as well. Just watch out for any bruiser spouses that might be in the vicinity.
