It's a gif. It started out as a video clip that someone posted on reddit /celeb https://gfycat.com/offensivedimpledgalapagostortoise

Then I had it export as a large gif. I don't think there's a time limit for gifs, it's just a question of how much space you have. But after a certain point, it would be more economic, in terms of resources, to make an MP4.
