Lou Kagan is located in LA and has been drawing since the 80s, that I know of. I've seen his work in publications by B&D Pleasures and Centurion. Do a Google search on his name and you'll find more of his work. He does a lot of M/F F/F bondage work, a little F/M and quite a few featuring femdom and forced feminization (men turned into women). He also did a continuing story in the early issues of Attitude, a femdom mag published by Dianna Vesta. You may have seen drawings usually labeled "gymnast," where a woman is bound to uneven parallel bars and tickled by other women while the domme tells her she must improve her form; they are from the Attitude series, and the domme is Lady Dianna.
