Yes, it is a very disturbing anime about a hero named Kekko Kamen who fights villains wearing nothing but a mask and boots....and she tends to use her exposed areas as a weapon. The villains constantly torment that girl so that Kekko Kamen will come to her rescue...

Sadly, ive never seen any other tickling other than that one, and they must have something against feet because Kekko has boots, and that girl is tickled everywhere but her feet, DAMMIT!
