The tickling in this scene is extremely brief and happens just off screen, curse it all, but the delicious Tamlyn Tomita (Karate Kid III, Joy Luck Club) is the 'lee! She's trying to keep her husband from leaving by locking her feet around his waist, he reaches down and tickles her socked foot, she giggles and says, "Oh God don't!" Around 23 seconds.
