Kim Basinger in Africa movie?

This guy "The Dove" on the hole in the wall gang site has a set of vidcaps that he labels as tickling--they show Kim in a cast and some Dieter-from-Sprockets looking guy apparently tickling her bare foot. It's really hard to tell, though-he could just be stroking it, and there's no reaction shot in the caps (I don't think.) Has anyone seen this movie? Is there really a Kim Basinger foot tickle scene that we haven't jumped all over?
