These are stills from an old XXX-rated movie. The actresses are all over 18 years old, but in the movie they are depicted as minors.* In the movie, the girls (narrator and her friend Marla) are kidnapped by a kinky couple and one of them is teased by the female kidnapper with a feather for a bit. I have no idea why they couldn't have done a better camera angle than they did.

*I know, it's creepy, but a lot of X-rated films portrayed of-age actresses as younger back then. Even the classic "Debbie Does Dallas" features actresses pretending to be high schoolers.
