The "QQ" prefix on the identifying number, indicates that it was posted to the Chinese "YouTube equivalent" site QQ, likely by an individual user.

Wow, apparently I never got a notification for this. Sorry for the necro-post, and thank you for the information but unfortunately, it doesn't help, as that user isn't the "original seller" but someone reposting partial paid clips on Youtube, whereas I'm after what is likely a longer clip from the original store.
