I remember when I was flipping through pages in a comicbook character dictionary at my local library I saw in the T section a mention of villains called Tommy or Timmy and the gang tickling a scientist's feet with one of his own inventions to get him to make them gadgets- a clock with a feather attached to it. I believe the characters are from Superman or Batman comics. Has anyone got that comic?

Why does that sound so familiar? What was the name of the dictionary you found it in? I have a DC character dictionary but I've never come across what you described. I'd like to do some research.
