I have size 11 1/2 feet, and one method I use to make them more sensitive to tickling is to rub lotion on them daily. This keeps them smooth and free of callouses, which can block tickling sensations. This is especially important if you want your tootsies to be feather-sensitive.
Another thing I do is I wear sneakers and thick socks which cushion my soles, which also helps to keep them smooth. The last thing is I usually engage in some sort of strenuous activity, like playing basketball or working out at the gym, right before a tickle-session. This is because I've found that feet get tender and extra-ticklish when they have been sweating for a while.
So that when my wrists and ankles are tied down in velcro cuffs, and my gym socks are slowly peeled off my helpless feet, my soles are so warm and smooth and tender that I'm giggling my head off and struggling against my restraints when the tip of a stiff goose feather strokes them up and down, and goes in between my toes.
