I would appreciate your input to a question re my work in progress.

The story is set In a medieval inspired fantasy world, and the tickle torture is done in scary torture dungeons.

The main character, male and straight, is the "executioner" who tickles victims. He wears a traditional executioner outfit, including a mask. This means he could have interactions with his female victims without them knowing he's the one who has tormented them. He might even have consensual sex with them. Would you find that creepy or exciting (or meeh)? Would it change your opinion if the woman found out who he was?

I truly find it an interesting premise, and I believe that as a woman it's a combination of both feelings, but that would also be the appeal of the story itself.

In real life it would be creepy but this is just spicy fiction. It could be exciting depending on how it's written. And it wouldn't change my opinion if the woman found out. Heck it may make it hotter if she is into it.

I'll give you my honest opinion: in a real world a tortured woman would never be "consentive" in having sex with her torturer, nor get excited or whatever. However, and luckily, here is a whole world where a woman get wet few seconds after being tickled, and is always forced to orgasm against her will just touching her clit, and so I can't see any problem in your strategy.
In my stories I often use this "trick", so, depending the way you achieve this "consent", it could be very interesting.
