It's from a german tv- show called "Wetten Dass"; ( could be translated as: betcha, or: bet on it ). Contestants try to perform impossible or difficult tasks while the guests ( mostly celebrities) have to bet wether they fail or not.
A scene like that is an abolute exception!

Not she had to perform a task, the man who was touching and tickling her claimed he would be able to find out the type of stockings only by touch (he was blindfolded); it was called "Strumphosenwette" (the stocking bet)

there were several models including local celebrities like Sabrina Setlur but as far as I know he asked only one to take off a shoe because he wanted to touch the toes to make sure about the pantyhose. and in case you wonder: he won the bet ...
