It’s a principal called “face blindness” and is indeed more pronounced between ethnic groups than within same groups (it’s why all Rhode Island Red chickens look the same to us, too,, etc.), although individuals can be stricken with a very severe from of it. Face blindness makes identifying characters’ actions in a fairly quiet movie rather difficult (since there isn’t much in the way of vocals to provide aural differences.)
