I am not sure if he's into the fetish but he brings it up when we're around.
He tells me he is ticklish out of the blue and I don't know how to respond, because I'm kind of shy about it.
Does he want me to tickle him?
What should I do the next time he brings it up? We're just friends (not dating) so I'm kind of shy to just start tickling him but I'm wondering if you can give me advice on what to start saying when he says it.
I don't mind if it LEADS to tickling but I want to know what can I say first...?

Time_of_your, asking permission to tickle is like asking for a kiss - it just kills the moment. When you want a kiss, you go for it and whether your date pulls away or leans in, there's your answer. At least tickling without asking first gives you a better chance of getting one in before you find out if the ticklee will let you get away with it.

Life's too short to ask first! Just tickle him already!

The next time he says he's ticklish for no reason just act disinterested and say "prove it." Now he's in a position where he has to let you tickle him, or else he's a liar.

Or you could always just go ahead and tickle him, like Em Es says.

Exactly! Either that or just go like: "O really? Where's your worst spot?" I mean - he brings it up, so why shouldn't you continue the conversation?

Go for it.....this is one of those "squeeze first ask questions last" situations. Get to tickling with "no regard for human life" (shout out to Marv Albert).
 
ok, he knows you like it, right. Then he understands you have a tendancy to tickle p-eople, and he tells you he is ticklish... he is asking for it.
 
Much like a boner, if it is brought up, it means it wants attention. So, if he is bringing up the fact that he's ticklish, more then likely it means he wants to be tickled. If your not interested, just ignore it. If you enjoy tickling, then jump on him like a fat kid on a cream filled donut.
