How cold are we talking? 40 degrees? 30 degrees? Lower?
A thin cheap hoodie and a hat aren't really going to keep you warm in snowy weather but if that's what you want to go for I'd recommend a thick material lined with wool or something like that.
As for a hat, uh, maybe go to a hat store dude?
