I'm not one to believe in fate, but I think it's kind of a sign to not move back into your city if you experience massive floods TWICE in a matter of weeks. Maybe they should take the reconstruction money and just build New Orleans further up river. They could call it Newer Orleans.
 
No offence intended to anyone, but building a city below sea level was always a really bad idea and some of the money for rebuilding should defiantly go in to preventing this from happening again even if its only improved flood defences.

Also if the damage is really bad a newer Orleans further up river might not be a bad idea.
