The actress is Moira Kelly. She played The mother of the main character Lucas. I read somewhere, probably here or on Andre's ticklish celebrity list that she refuses to get foot massages because she considers herself too ticklish to handle them.
Wow I consider myself a HUGE one tree hill fan (like watched the whole series like 4/5 times, all 9 seasons 😉 ) but I totally missed this one. I still remember haley being tickled 2 times (season 2 finale and series season 9 finale) + peyton also somewhere in season 2. Too bad Brooke never got tickled..
