I think it's individual to the person. It can also depend upon the "touch" of the one giving the pedicure. If you've ever filed your nails and skimmed the flesh lightly or scrubbed your hands with a brush after working in the car or garden, that's the closest I can think of to what it feels like...only the skin is usually wet and somewhat slippery form the moistrizers and suff they use. For me, it does tickle! 😉

To be perfectly frank (and rather "mary"), I've always loved pedicures. Umm...not getting them...but it's a great conversation starter that leads into me getting...umm...certain information relative to our being on this forum. 😀 For that reason alone, Serial_Tickler is THE MAN!
