Wacom is a brand name for a type of graphic tablet. A graphics tablet (or digitizing tablet) is a computer peripheral device that allows you to basically draw or paint on the screen in real time. They typically consist of a large flat surface for drawing on, and an attached "stylus" for drawing on the surface. I'm still using the mouse for linework but I find them particularly handy for shading or for fine lines in hair or fur and all those "soft" items which were always difficult to draw with a mouse.
