she's actually a charactor from i believe dragon warrior(here. It's Dragon quest in Japan) 4 or possible 5. As for the artist, hard to say. One might hazard a guess it's kamakuza(Is that right?) since he seems to love the Dragon Quest girls, but the art styleis different then his usual work. So, we can only speculate as to who the artist is, though they have done other pieces of art before.
