If I recall, that is a scene from the video, "Tickling Up A Storm". It has one of my all-time favorite scenes, where the woman in the blue shorts on the left is tied in a standing spread-eagle with a teaser-rope running between her legs, and then tickled from both sides, causing her to dance around, deliriously unable to escape her fate.

The Shawn Man to the rescue! Thanks for replying to my thread, Shawn Man! It kinda got lost amongst a buncha great topics. I loved her in this one. That scene I made mention of is surely among my top ten favorites evah! I think it was right before the scene depicted in the Pic-o-the-Week.
