I am not sure how common it is, but I have had conversations with people who say they do it, or that it was done to them when they were children

it wasn't use as punishment, but my mom would tickle me as a kid playfully, never as punishment

Wouldn't call it punishment per se, but tickling can be used aggressively in establishing dominance. About 20 yrs ago, Dear Abby ran 5 letters on tickling over the course of 18 months or so, all related, kinda like a discussion thread. All of them but one fell into that category.
The exception was one of us, who tried to explain the attraction. It went right over Abby's head, judging from the response. Not too surprising for someone who defines tickling as "sadistic torture inflicted by siblings and abusive domestic partners".

Could the use of tickling as punishment really be used?
I mean, imagine that you just got in trouble and your mom says that your punishment will be being tied up and tickled for an hour😕. It does sound weird, but, would it get through, like you know whats gonna happen if you do that again! 😕
Be then you throw in the under age thing....and its just a mess..

Nope, my folks never used tickling as punishment per say but did use it to get me back for being a little wise guy!😀 
However I have used tickling as a punishment a an ex girlfriend who cheated on me. She absolutely HATED to be tickled.

Havin' actually had to help former lovers learn to cope wit' tickling as a fun thing, 'cause their blockhead parents used it as a punishment, this AIN'T a good idea, generally speakin'. Yeah, some of us got over it. Some folks never do. Ever. Affect their ability t'be intimate, 'cause they're sensitive to everything, still, and afraid of that contact. Fear does heighten this, but to horrible ways for them folks.
Bad news.
Some kids ASK t'be tickled. Some hate it instinctively. It's a personality deal. Clearly, we're not the ones that hated it, in general.
Negative association with an action, as a child, is damned hard to get past for many. It's funny, on the one hand. On the other, it's heartbreakin'. Watchin' someone tear up 'cause they KNOW you dig somethin' that they just can't do REALLY sucks. Happily, I got lucky with both cases, 'cause we worked around all that. Was how I got familiar with playin' without bondage as an adult. Becomes a real trust issue, but with lovers, isn't most everything?
