Both of them likely are....based on most internet surveys in which 90-95% of those polled said yes they were ticklish (polls in which both men and women voted).
Also, I've tickled many, many young women & girls over the years...and so far have only found one who wasn't ticklish somewhere. Add all the other women who I know are ticklish...from what they've told me; or what their siblings or friends have told me...and I honestly believe the percentage of women who are ticklish is much closer to 99% than 90%, at least here in the southeast U.S.
One other point...in my experience, a good percentage of women and girls who are ticklish will adamently deny it, out of concern for their privacy, or fear of being tickled. My oldest sister has never admitted being ticklish in her life in public...yet in reality is about as ticklish as one can be; sis told me recently on a ticklish scale of 1 to 10, she was a 100...everywhere (and take it from big brother...she is 😀
