This is from the last episode of, "Hey Dad" (1994) a popular Australian comedy show. The girl being tickled is Belinda Emmett who sadly died of breast cancer last year.
In the scene the character she plays, Tracy, is tickled accidently in the ribs while being tied to another character called Ben...every time he moves his elbows tickle her sides. Very fake but cute.
The clip is about 9 minutes in length and the tickling can be found at about
