I am not 100% sure about that, it does look like when he is rubbing her feet that she is fidgeting a lot, almost as if she is trying to ignore the ticklish feeling..

More just how giggly and resistant she is to the idea of a foot massage, and saying "I don't like my feet being touched" which is often code for "my feet are too ticklish to be touched." It's hard to say if she gets tickled, but I think she probably drew upon how she would react to being offered a foot massage in real life.
