Hi All! I just thought I'd post this for anyone who might not know about it, or has just forgot.
I just found the best staff you can get, early on, that is.
You have to do a short (actually, it's a pretty good size cave) quest in "Blind Cliff Caves" (it's near Markarth). The staff is called "The Eye of (something)" and is basically a staff of Fireball. But, IMO, it's the best staff you can get early on (my character is level 2)
Be warned, you do have to fight a hand full of Forswarn, but for a good mage, it should be no problem (my Flame Attronoch done most of the fighting for me-in fact, I hid while my Attronoch and the hagraven killed the boss)
