While I won't discount that such a thing can happen, it doesn't always occur. It depends (in small part) on how deep a sleeper the 'lee is, and just how you're tickling them.
Many years ago, my closest male friend dated this girl who I'll call "Penny." Penny held my top-spot for having my ideal feet on a woman....truth is, she was cute EVERYWHERE...but God....I absolutely L-O-V-E-D this girl's feet. I'd made several tickle attempts on her feet while she was fully awake....but her feet were so unbelievably ticklish, she could never take more than a few seconds of it at a time. She'd always end up tucking her feet underneath her butt, slyly smirking at me. Penny WAS, however, a rather deep sleeper. Most times, when I'd hang with my friend and her at his place, she'd invariably fall asleep on the sofa....and 9 times out of 10, she'd be barefoot. I could always tell she was sleeping her deepest by how she breathed, and if there was a little snore-action, all the deeper. It was during these times I was able to apply much longer tickling to her feet. While I would've far rather she'd been awake during these longer interludes, it more than sufficed as far as satisfying my desires to tickle her feet. My friend kinda thought it funny.....a few times he warned me, "Dude...if she kicks you in the jaw, I'm just gonna laugh my ass off." But, the most 'alert' to being tickled Penny ever got, was when she'd wiggle one of her pinky toes, flex/arch her soles, or kinda re-adjust how she rested her feet on the arm of the sofa.
