When creating a personal album in the media section, it allows you to set who can view it to specific members only. At this point, it doesn't ask who you would like to be able to add media to the album. After the album is created, you can edit the privacy settings and then it asks you who you want to be able to add to it.. But, if you select the option for specific people, it doesn't let you add names yet. You have to click save, then go back into the privacy settings and it will let you add member names. From a technical standpoint, this is very likely a fix requiring one line of javascript.
