I'd like to know where this video comes from. The chubby guy is kinda creepy, but the hotness of the chick makes up for it. 🙂
 
That looks like it might be a piece by Skelyrata. I believe he is the 'ler, but I can't be certain (I don't know producer material too well). Try sending him a PM; perhaps it is his work.

yeah that's Skelyrata all right and that appears to be Violetta in the gif.

you know she also did some work with Tickle Challenge but his stuff isn't everybody's cup of tea. But I only ever saw the strip tickle clip of her so don't take my word for it.
