This is a scene that I vividly remember from my childhood. It had a huge impact on me and I fantasized about it (but with a woman as a victim) for years.

The cartoon is Mortadelo y Filemon but it has also been released as Clever & Smart and I don't think it has been aired anywhere outside of the EU. I had my version on VHS tapes so that should tell you how old that is.
