Inquiring minds want to know...

I think their just for show...
I would imagine that it is just a legal thing...
 
To help people with searches... for example, when you wanna talk about a movie, let's say Terminator, and you want to discuss actors, you can add a tag Arnold without having to mention name in the thread itself, and it will come up in search. Useful for pic threads.

Also, they can be used to describe the topic in short, since titles of threads aren't always completely self-explainatory.
