that is Julie Winchester, who also filmed under the name Olivia Chase, going back to the 80s or 90s. She was always one of my absolute favorites. You can buy clips of her by becoming a patreon of TickleinLasVegas, where that was taken from. She is also in a number of other stores if you look on clips4sale under her names. The earliest of her I know was called Tickle Therapy from Cal Star with a arguing nurses theme and Gasae as her tickler (they worked together a lot, including some tickling/wrestling clips from Double Trouble)

One of my all time favorite lees and videos. Some good recommended videos in that thread as well.
 
She always had gorgeous feet, and it looks like they haven't aged a day after all these years.
