That Tickle Tool Used?

I'm always curious about that tickle tool I see used in videos all the time. I have no idea what it is or even if I can buy one.

Basically it looks like a handle with a long metal rod on the end of the handle, and it tickles like hell judging from the reactions of lees when it's used.

Can someone identify this please? And possibly tell me where I can order one?
 
Looks like a cordless soldering iron. You should give that a try.
