It really depends on sensitivity and just general body chemistry. Oftentimes, especially when the lee is horny, you'll often find the tongue has a much more...pleasing effect...on your target. Needless to say, the opposite might be true for some.

Personally, i've blacked out from tongue tickling. Others, however, might simply giggle lightly or actually enjoy it.

All in experimentation, part of what makes tickling so fun. 😛

Excuse me if i'm a bit off the topic.
I use tongue quite a lot to my gf, but not on feet. I'm more into neck and body licking.
If i do this to her neck, she definitely will moan, uncontrolably.
Do this to her body, similiar to Camel26, moan or laugh. But mine is a bit more random and I can't really control it.
