Among kids, this is extremely common.
Particularly since many of the adults in charge don’t think of it as abusive, and so the bigger and older kids doing it know they can get away with it.

I agree with this. With some kids tickling is playful fun. Even with adults tickling each other is fun too. I was tickled a lot as a kid and did a fair share of tickling that manifested into my fetish today
