Although there are many great male 'ler's, and some male 'lee's are VERY ticklish, I think women are the major factor in both scenarios.

Overall, I think women are more ticklish than men, but they are also better ticklers/teasers as well.

So, I think the fact that women are more ticklish makes it easier for a male 'ler to drive them crazy. But, because women are also so good at tickling, even if a male 'lee isn't as ticklish, a good female 'ler can drive them insane too.

While some guys can be pretty good at tickling, I think we girls are better in multiple ways. We're better at alternating between different touches and spots, figuring out which techniques works best, building up, teasing (verbally and physically) and all that kind of stuff. Also we are the most playful, which makes lee's more giggly.

We girls just got the big win when it comes to tickling. At least in my experience. 😉

I don't really like the tickling battle of sexes.
On the other hand, I'm in line with your points.
I also think that women are generally not only better lees (for they're generally more ticklish than men) but also better lers (for they're generally better at teasing & using multiple methods, and naturally with obviously longer fingernails that enhance the tickling effect)🙂
