Not sure about the cartoon, but the comic book did. Use to read it back in the early 70s. One story was about a sad-faced fella who would show up in a town and everyone would cry and be so heartbroken, they would give the guy all their money and riches. By the end, the town was worried this would happen again. The last two panels have Plastic Man dragging him to jail while the townsfolk tickle his foot so there wasn't any sad face.

I believe I saw an episode where he and or his girl got tickled for a few seconds but not sure which one.
There used to be a comic book character called Elongated Man who had similar powers to Plastic Man. I remember in one book he used his stretchy arms and finger to tickle some crooks into submission, and later in the same story his wife tickle HIM to make him release something (it's been so long I don't remember what).
The the same comic book topic: I also remember a very old episode of Superman where he visited another planet and saw some parents about to punish their sons by throwing them into a cage with some ugly tentacled creature. Superman was appalled, but needless to say in the next panel the monster was tickling the boys until they begged for mercy and promised to be good.

On the "comic book/tickling" thing....
...during Todd McFarlane's run on "Amazing Spider Man", there was a pretty funny tickle scene. Pete and MJ are hanging around the apartment, and MJ is complaining that there's nothing to do. Pete, who is still wearing his Spidey bottoms and holding a web shooter in his hand, tosses her into the air and webs her so that she's hanging from the ceiling....stretched out. She's indignant at first, then Pete wiggles his fingers and says that he knows her most ticklish spots. MJ then starts begging, which doesn't stop Pete. It ends with an off panel scream of "No! Not there!"

I don't know about the Plastic Man cartoon (to be honest, I didn't know that there was a Plastic Man cartoon until I read this post), but the Plastic Man comic book did feature foot tickling on at least one occasion, in which Plastic Man tied up a bad guy with his body and tickled his bare foot to get some information. There used to be a web page that featured a lot of comic tickling images (circa 2000 or 2001) that showed this scene, but I cannot find it now.
As for the Spider-Man comic reference, that scene is in Spider-Man #13, volume one, August 1991. And yes, I am fully aware that by providing this degree of detailed information, I am confirming once and for all that I am a complete and total geek. 😉
